Abstract :

E-procurement policy is done with a spirit to combat various forms of fraud and corruption. But the journey isnot easy to implement due to various factors that constraint the implementation of e-procurement. The purpose ofthis research is to describe the implementation of e-procurement Surabaya, as well as various factors that becomeobstacles in the implementation of e- procurement. The theory used in this study refer to elaboration the policyimplementation model. The method used in this study is more focused on quantitative research using qualitativedata analysis. Informants were taken consisted of the procurement committee and service suppliers. The resultsshowed that the successful implementation of the policy of the communication factor showed no significantbarriers, while more resources on the availability of infrastructure such as servers, which should be improvedbandwidth performance. Disposition more emphasis on attitude explanation of implementing fully support thecommitment and availability of SOP of the organizational structure and the availability to work together acrossorganizations implementing both ULP, KDP and KA. Recommendations from the study refers to the strengtheningof the commitment, capacity building and improvement of IT facilities.
