Abstract :
Human resources policy apparatus viewed from the perspective of the relationship of human capacity and realization of good governance. From this awareness of the importance of human resource development apparatus, to determine issues of strategic staffing challenges and opportunities to improve the management of human resources management. So that future human resource development apparatus can generate a productive employee, spry, have the skills, behavior, performance, and professional. But in fact the wheels of government officials is still less than optimal capacity to be able to realize good governance. Initial error of the system are considered speculative recruitment, appointment of officials who are still under the influence of structural political pressure, and the placement process, the promotion is also so irrational, recruitment system must be seen as integral, not partial. Local Government should be consistent in this process by implementing the principles of participation (participatory), the rule of law (Rule of Law), transparency (Transparency), responsive (responsiveness), oriented agreements (Consensus orientation), equity (Equity), effective and efficient (effectiveness and efficiency), accountability (Accountability) in the placement of personnel policies on structural position, as well as minimizing the use of political approaches.
