Abstract :

This article discusses and analyzes the implementation of the Role of Legislation in the East Java Provincial RegulationEstablishment of regional initiatives, some of the things outlined in this article is that the problems that occurred in the regionalparliament of East Java Province, such as: 1) East Java Province is the second largest province second only to North Sumatrathat has troubled local regulation that is 2 pieces of legislation in 2002 and 2003, 2) achievement Program Local Legislation isstill below 40%, 3) was slightly Local Legislation Committee Member who has an educational background in the fields of Law,History Local Legislation East Java Province, the implementation role in the formation of local regulation initiative itself seenfrom the seven roles associated with the establishment of the Regional Regulation Inisiaitf and look at the performance of Agencyrole in the implementation of such legislation. This study used qualitative research methods using 11 informants who areconsidered to represent knowledge and the role of the Implementation of the Regional Legislative Board of East Java Province.The role is so well located on the role of the Parliament with the preparation Prolegda while the Provincial Government Rolepoorly located on the role of a discussion, changes and / or improvements Bill specifically commissioned by the ConsultativeBody.
