Abstract :

The Outpatient Department (OD) is one of the functional units to handle the admittance of out- and in-patients of Hajj General Hospital (HGH) in Surabaya. The Medical Record (MR) counter is the first desk to be met by patients affecting their perception of the hospital. Response time for patients to receive their administrative bundles in the MR will determine how well the service of HGH is. The general aim of this research was to study the execution of MR activities, in particular to study: 1) the admission, recording, processing, filling, retrieving; 2) MR response time; 3) the human resource (HR) factors (number of personnel, education, knowledge and motivation); 4) the material resources (substance, tools and facilities); and 5) personnel comprehension of MR Standard Operating Procedure. This was a descriptive research carried out in June 2003 with samples from MR patients and all MR personnel of HGH. Data was taken by interviews using questionnaires and observation, while the analysis was with a frequency distribution. The result showed that generally the MR activities ran well with an average of response time for new patients was 9 minutes and 39 seconds, for old patients was 20 minutes and 49 seconds. The HR factors were insufficient in number, education and knowledge but sufficient in motivation. The material resources were available in general, but the utilization was not optimal. MR personnel comprehension of SOP was moderate.
