Health menpower as the implementing actors for health decentralization in indonesia

Abstract :
Health decentralization in Indonesia has undergone seven years of strenuous journey and through careful observation it was noted that it marches towards re-centralization. Decentralization as the form of health reformation needs health menpower change particularly in managerial, leadership and entrepreneurship skills to be able to implement the restructuring. Therefore, health menpower have to possess proficient decentralization knowledge to balance regulations and entrepreneurship elements of the implementation. The proficiency of health menpower can be achieved by capacity building through continuous learning.
