Abstract :
The low Bed Occupancy Rate (BOR) was found at six Nahdlatul Ulama (NU) health service institutions. The objective of this research is to analyze the organizational culture influence on BOR of NU health institutions. This was an applied observational study using survey method. Carried out from March to April 2004, then it was continued on December 2004. NU health service institutions were the unit analysis. The primary data for diagnosing the organizational culture was collected by questionnaires, modified from the Organizational Culture Assessment Instrument (OCAI), the Value Instrument (VI), and the Customer Focused Self-Assessment (CFS-A). A modification instrument from Servqual was used to measure customer satisfaction. A non-parametric k sample independent with Kruskal Wallis test showed results of no significant difference pertained to organizational culture from six NU health service institutions. Using OCAI, five institutions showed dominance in Hierarchy. Grounded on VI and CFS-A, the Sidoarjo RSI Siti Hajar had the highest score with a more congruent culture seen from six culture dimensions. Tumpang RSI Al Amin and Singosari RB Muslimat both had the lowest score presenting three dominant cultures with more than 10 point difference. Thus, the more congruent the six culture dimensions were, the higher the BOR of NU health institutions would be.
