Abstract :

RSBI, is an educational program established by the Minister of Education by Law. 20 of 2003 article 50, paragraph 3which states that the Government and the Local Government organizes at least one education at all levels of education to bedeveloped into an international educational unit. Pioneering International School is a government effort to create quality schools.Quality improvement is expected to reduce the number of students who study abroad.Qualitative research is a descriptive study, conducted at SMAN Mojoagung Jombang district. This study used purposivesampling, with data collected using interviews, observation and documentation (all three together). Then the results are presentedin narrative form. This study aims to describe the implementation of the policy R-SMA-BI in SMAN Mojoagung in view of factorsHow teachers' competence development policy implementation within the framework of the implementation of SMA MojoagungRSBI in accordance with Permendiknas 16 of 2007 concerning standards of academic qualifications and competence of teachers.And is expected to be one of the instruments in an effort monitoring program as recommending steps to improve theimplementation of the R-SMA-BI is running at SMAN Mojoagung.The results of this study showed a Mojoagung SMAN efforts to implement the No Permendiknas. 16 in 2007. This isevidenced by a certified teacher there are 5 S2 and in accordance with the subjects taught in school only 3 people or 5.45% of thetotal, amounting to 55 educators who are supposed to 30% of qualified S2/S3 including TOEFL test> 500. In addition to thepolicy of the provincial government and local government in this district Jombang to encourage the development of qualityeducation in East Java, especially in high school Mojoagung. One of the policy is to provide scholarships for teachers to continuetheir studies S2 and S3.
