Desentralisasi dan pembangunan: sebuah perdebatan

Abstract :

Decentralisation has been a massive phenomenon. Since more than a decade most developing countries have adopted it for their policy. However, its concept and impact on development have also been debated. The involvement of aproaches from various disciplines of science have contibuted to the diverse understanding about what is the meaning of decentralisation and its scopes. In addition, theoritical and empirical studies on the impact of decentralisation on development have resulted in inconclusive point of view. This paper argues that in understanding the complexity of decentralisation one may views it from mixed approaches. Furthermore, in order to fill the gap the inclonclusive outcomes of decentralisation, this paper suggest putting it in the context of dynamic relation between central and local goverment relation.
