Abstract :

Application and development of e-government as an instrument  for reaching an effectiveness and efficiency,   building the transparence and cleaning of the government performance for enhancing their mission in public service quality. If fact, e-government of Jember Regency have been a sample for the same regency since 2002 especially in giving the high quality of public service by the public servant. For the recent years, application of  the e-government still not the well function yet and it is always request by the people to solve their problem.  The aims of this research is to identify the application of e-government which  involved technological infrastructure, human resources. Besides it is also to identify the internal operation of e-government  that consist of  computer application for  managerial operation. The research result showed that aspect of  technological infrastructure was more adequate and the side of human resource was too. Although it is needed of one effort to enhance the ability and learning in the field of computer application.  It is needed about the computer application for supporting the need of managerial operation that would be grasped to decision. In the context of application of the time, cost and procedure in the service to users is also a good one.  It is also found that there a significant relationship between the vision, mission and application of e-government at Jember Regency.
