Abstract :
The IBBS (Risk Behavior and HIV Prevalence) data in 2006 confirmed that cumulative AIDS cases in Papua were the second highest in the country after Jakarta. Meanwhile, the case rate HIV prevalence among Tanah Papua population was 2.4 percent among population age group 15-49 age groups that makes Papua has the highest proportion of AIDS cases in Indonesia. The paper specifically examines gender inequalities towards local women in HIV/AIDS prevention programs in Papua. Gender inequalities had a significant impact in marginalizing Papuan local women in accessing health facilities such as counseling programs and they also became a victim of a discriminated state’s policy and local tradition Gender/feminist framework as the main methodology has a specific aim to empower local women to have an equal access as the man have. The research finds 5 factors that contribute to the emergence of gender inequalities, firstly the poverty among local women, secondly, feminization in HIV/AIDS programs in Papua, thirdly the limited access for local women to express their ideas and feeling in a public space, fourthly, the high level of alcohol consumption, drugs and early sexual experience and lastly, condom campaign tend to focus on man’s perspective and for man’s need that seems to disregard local Papuan women as their target programs.
