Abstract :
Resulting from economic development failure, integration issues of nation and stability of security often become the cause of military and armed conflict in ASEAN. It is initially an internal conflict which has primordial dimension. Later it becomes an international conflict involving other states. Besides objective civilian control, to overcome this problem, it also needs new paradigm of security contains humanity dimension and appreciation to international rights. Therefore, “the human security” as the new concept in handling the conflicts is expected to smoothly support the creation of security and justice development in the ASEAN region.
