Abstract :

Meeting cultural relation with public policy is like confronting two theories in two different disciplines. Culture is studiedand developed in anthropology and sociology. While policy is studied and developed by science of administration andmanagement. Public policy is not merely decision made or not by the State government. It is not also merely discusspolicy contents, but the background and process of how decision is made and implemented. Public policy is related withState administration and legislation called arragement of the State. This article explained entry points of cultural analysisin process of public policy and arragement of the State (governance and legislation). It also explained arragement of theState as a cultural system and policy community as a semi-autonomous social sphere, and its methodological implicationin social sciences' research.
