Abstract :

Organization could not be separated with its external environment. In order theorganization to run well, its internal environment ought be collaborate with its externalenvironment. The objective of this research was to analyze the correlation between theexternal environment (enabling, functional, norm, and diffusion linkage) and the internalenvironment (structure, control, behavior, and change of organization) of water usersassociation (P3A). This type of survey research used data collected by means ofquestionaires, partisipative observation and interview. The data were analyzed by usingmultiple correlation Pearson Product Moment (PPM). The result of this research indicatedthat: 1) enabling linkage correlated positively with control and organization change,however it correlated negatively with structure and organization behavior; 2) functionallinkage correlated positively with organization structure, however it correlated negativelywith control, behavior, and organization change; 3) norm linkage correlated positively withorganization control, however it correlated negatively with structure, behavior, andorganization change; and 4) diffusion linkage correlated positively with structure andorganization behavior, however it correlated negatively with control and organizationchange. It could be concluded that one of the factors that determined the organizationalchange was the external environment. The change and development of the organisationshould focus on forming the capability of the organization to adapt to its environment.
