Latar belakang pencabutan moratorium tenaga kerja indonesia (tki) ke malaysia tahun 2011

Abstract :
The number of jobs which was not equivalent to the number of Indonesian population causes many TKI work abroad. Malaysia as one of the main destinations of TKI has its own problems related to cases of human rights violations which were suffered by the workers there. The moratorium issued by Indonesian government was a response to the case of human rights violations, but in December 2011, the government revoked the moratorium. This study attempted to examine the background of the lifting of moratorium on TKI Malaysia in 2011. Using theory of foreign policy change and influence factors of it with the press point on the domestic level, as well as the influential actors in the determination of foreign policy, this study explained the influence that comes from domestic in the determination of the policy of lifting the moratorium. Using the literature study and qualitative data analysis, the conclusions obtained in this explanative study support the hypothesis that the lifting of the moratorium on TKI working in Malaysia is due to the influence of domestic actors, legislative elites based on constituent needs on the reduction of unemployment. In addition, the lifting of the moratorium is also due to the increasing number of illegal TKI.
