Abstract :

Diphtheria that at the recently years it has became re-emerged in East Java. One of the policy by central government isstrengthening the surveillance of diphtheria. Surveillance in the autonomy era actually be more important and potential.Cases of diphtheria in Surabaya had an increasing trend from year to year. This research was conducted to describe thediphtheria surveillance system based on surveillance attributes. This research was a descriptive study. The informantswere practitioner surveillance of diphtheria in Surabaya Health Department, 4 practitioners surveillance in communityhealth centers and 4 health practitioners in community health centers by using purposive sampling based on the existingarea of diphtheria cases. The variables of study included simplicity, fl exibility, acceptability, sensitivity, predictive valuepositive, representativeness, timeliness, data quality and stability. The results showed that surveillance system was highsensitivity. While the assessment of other attributes, system neither simple nor fl exibe, and for acceptability, positivepredictive value, representativeness, timeliness, data quality and stability was less. System problem included the lackof operational defi nition regularly for reporting cases, less of representative system, human resources were limited, theaccuracy and completeness of the reports were less, feed back was not optimal, diffi cult method for processing the data,still need to do staff training, system was not fl exible and easily attack by virus. Surveillance system needs improve so thatmore structured and should has a policy of surveillance clearly, human resourses and their classifi cation according to thetasks, setting reward and punishment system, periodic staff training as well.
