Abstract :

ABSTRACT The high potential hazards that occur in the process of smelting iron are a blast to fire. This study was conducted to analyze the Emergency Response Preparedness program (ERP) in the area of ​​smelting ironin accordance with International Safety Rating System (ISRS). This research was conducted with cross-sectional, observational study using quantitative approach. Interviews were conducted in 72 person of emergency teams. Sampling is done by purposive sampling technique. Samples were taken from four staff Safety Health Environment, the person in charge of the Electric Arc Furnace, six teams of emergency. The risk of causing an explosion to fire was electrical surge, Scrap wet circumstances, easily exploded Scrap, Scrap Errors when screening, shell leaks due to corrosion, Scrap interfere with the shell, the shell layer is exposed to the burner. International Safety Rating System expected score is 670 and PT.X scored 620 with the percentage of 92.5%. Administrative elements scored 32 points with the percentage of 91.4%, Emergency Response Analysis scored 140 points with the percentage of 96.5%, Emergency Preparedness in Corporate Affairs scored 43 points with the percentage of 71.7%, Control of Energy Resources scored 20.5 points with the percentage of 82 %, Protection and Rescue System scored 141 points with the percentage of 94%, the Emergency Response Team scored 40 points with the percentage of 90%, System Assessment scored 30 points with the percentage of 100%, First Aid in Accidents scored 78.5 points with the percentage of 98.1%, The Organized Foreign Assistance scored 25 points with the percentage of 100%, Post-incident planning scored 20 points with the percentage of 100%, Emergencies Communication scored 20 points, Communication to the Community has not been executed at PT. X. The biggest potential dangers on the area of the Electric Arc Furnace and in the whole factory are a blast to fire. Emergency system which applied in the PT. X is in conformity with the standard of International Safety Rating System. The needs to be added are the training for the emergency teams and maintenance of several signs.
