Abstract :

Pelayanan Bus Damri Khusus Juanda Di Surabaya adalah suatu pelayanan publik dalam sektor transportasi darat dengan sistem angkutan pemadu moda. Angkutan Pemadu Moda adalah angkutan yang dilaksanakan untuk melayani penumpang dari atau ke terminal, stasiun kereta api, pelabuhan dan bandar udara. Pemerintah telah menyediakan angkutan umum masal melalui angkutan pemadu moda yang melayani bandara dalam upaya meningkatkan pelayanan penumpang dari dan kebandara. Indeks Kepuasaan Masyarakat Terhadap Unit Pelayanan Instansi Pemerintah dalam Implementasi Keputusan Menteri Negara Pendayagunaan Aparatur Negara No. KEP/25/M.PAN/2/2004 pada pelayanan Bus Damri Khusus Juanda Yang dilatarbelakangi adanya keluhan dari masyarakat bahwa pelayanan publik yang dilaksanakan oleh aparatur pemerintah masih banyak dijumpai kelemahan sehingga belum dapat memenuhi kualitas yang diharapkan masyarakat. Karena itu salah satu upaya untuk meningkatkan kualitas pelayanan publik perlu dilakukan survey tentang indeks kepuasan masyarakat (IKM) terhadap pelayanan pada bus Damri khusus Juanda. Penyusunan Indeks Kepuasan Masyarakat (IKM) berpedoman pada Keputusan Menteri Negara Pendayagunaan Aparatur Negara Nomor : KEP/25/M.PAN/2/2004 tentang Pedoman Umum Penyusunan Indeks Kepuasan Masyarakat ini selanjutnya akan dibandingkan dengan kinerja aktualnya. Berdasarkan prinsip pelayanan sebagaimana telah ditetapkan dalam Keputusan Men.PAN Nomor: 25/2004, yang kemudian dikembangkan menjadi 14 unsur yang “relevan, valid” dan “reliabel”, sebagai unsur minimal yang harus ada untuk dasar pengukuran indeks kepuasan masyarakat. Diharapkan nantinya akan ada lagi penelitian yang melanjutkan pembahasan mengenai layanan bus DAMRI ini, sebagai salah satu moda transportasi sekaligus harus adanya jalur trasnportasi yang terintegrasi dengan jelas berserta kebijakan yang menguatkannya.
