      Abstract :

      This study was aimed to analysis the impact of fiscal decentralization & financial self-sufficiency degree and elasticity of PAD on District and City government category in the beginning of regional autonomy policy in East Java. Variables which was used in this research were: (1) ratio of PAD to Regional Total Revenue (TPD), (2) ratio of tax and non tax revenue sharing (BHPBP) to Regional Total Revenue, (3) ratio of subsidy/grant to Regional Total Revenue, (4) ratio of PAD to Regional Total Revenue, (5) ratio of PAD to routine expenditures, (6) ratio of PAD plus tax and non tax revenue sharing to total regional expenditures, (7) ratio of PAD plus tax and non tax revenue sharing to routine regional expenditures, (8) elasticity PAD to GRDP. Those variables affect the category of city and district region in East Java. Another variable was development expenditures. This variable was used to verify the impact of development expenditure on GRDP.The result showed that (1) fiscal decentralization degree could no be used as a measurement of degree of self-sufficiency at the beginning of regional autonomy policy, (2) Mahi’s degree of self-sufficiency model was more realistic than above measurement as a tool to quantify the financial ability of a region at the beginning of regional autonomy policy, (3) the elasticity of PAD at the beginning of regional autonomy policy was more than unity or elastic, (4) The Sidoarjo district earned the highest score (266) and the lowest score was earned by Blitar district (37), (5) According to MDA, there were 7 independent variables that could be used as variables to clasify a district and city into three categories: (a) able to implement regional autonomy, (b) in preparation, (c) not be able to implement regional autonomy yet, (6) There are significant influences from development expenditures on GRDP at the beginning of regional autonomy policy. This study findings are: (1) the degree of fiscal decentralization is ranging from 32.34% to 36.14%, (2) Contribution of primary sector to GRDP for those districts and cities that have not be able to implement regional autonomy policy is higher than the other districts and cities which are in preparation and implementation stage of regional autonomy policy, (3) Contribution of secondary sector to GRDP for those districts and cities that be able to implement regional autonomy policy is higher than other districts and cities which are in preparation stage and those which is considered not be able to implement yet, (4) this research result is supported by Kuznet, Kaldor and Djojohadikusumo theories, (5) economic development imbalances occur during new order (ORBA), and (6) research result shows that there is a change in SWP in east java according to different development planning based on its economic potential.
