Abstract :

Broadcast media was not only seen as the strength of civil society which guarantees freedom, but was also seen as the power of capitalist which dominated states. Based on this background, there appeared to be a problem, was it true that the relationship pattern among the state, the broadcast industry, and civil society in the new order broadcasting system discourse were characterized by the industry’s co-optation towards the state and civil society? The social construction analysis was used in this research to answer these problems. Through the social construction analysis, discourse as a form of spoken, written, and argued messages was viewed as part of the social construction process. To reveal discourse contestation meant to reveal the social construction process that had been undertaken by discourse producers. Based on the critical constructionist theory of Robert Heiner, the construction and meaning of social reality represented the interest of elites rather than the public or wider community. Elites dominantly produced meaning and discourse. This research revealed that the construction of reality was critically tested with the ideal value selected by the researcher. The result of this research showed that the position of civil society remains weak in their relationship with the state and industry. Indonesian civil society was not as ideal as Habermas's theory. Civil society contributed more at the discourse level but ignore many other civil society’s concepts at the normative and implementation level. The relationship pattern with the state, civil society, and the broadcast industries showed strong patterns of industry hegemonies state and civil society. The strong relationship pattern was indicated by weak enforcement of regulations at the implementation level and the emergent of regulations that accommodate the interest of the industry. This meant that a balanced pattern of checks and balances that was idealized in the three agents’ relationship did not happen.
