Abstract :
The concept of participation in public administration is a classic discourse. Development efforts of experts inorder to demonstrate this concept significant remains scientifically relevant and policy-wise. Although theconstruct and its meaning can change from one paradigm to the next, but still remains part of the importantconcepts in the mainstream of public administration. As a result of the library research, this article describesthe development of the concept of participation in the study of public administration, which is part of a jointeffort encourages its use in a variety of further studies in order to sharpen the validity of knowledge (scientificvalidity) and relevance of the policy (policy relevance) science of public administration. This study used libraryresearch methods, especially literature utilizing various data sources which include: a variety of books, theresults of previous studies, articles in international scientific journals science of public administration that usedthe concept of participation as the main concepts, as well as various other forms of literature that discussed theconcept and practice participation in various parts of the world, including the Indonesia context. Being part ofthe focus of public administration, the participation concept was changing and developing in line with changesin orientation and paradigm development of public administration. Participation had experienced changes of itsconceptual meaning, not only in its focus but also in its philosophical meaning. Formerly discussed in thecontext of the ladder of participation and on the basis of zero sum game philosophy, participation was movingto positive sum game in accord with the orientation shift of public administration studies from ‘government’ to‘governance’. Furthermore, as New Public Services had become prominent in the development of publicadministration studies with the focus on citizen right-based, participation also became right-based. Thechanges required adjustments of the role of public administration, which in turn also necessitated differentcapacity or competence prerequisites of public administrators.
