Abstract :

The effort to empower fishers in Pasuruan had become serious problems because of their low education, dependency to nature, traditional technology, etc.  This research was intended to improve market access strategy in fishers small busines, to find opportunity to develop innovation in small business environment, to find innovation problem in fishers small business in Pasuruan,and to identify the innovation opportunities in technology, product, and innovation administration. This research applied descriptive-qualitative method. The research findings showed that the biggest internal problem was the absence of formally/legally institutionalized small business. The formal institutionalization of the small business became a kind of pre-condition for the next strategy to be applied. The opportunity to create various innovations could still be undertaken by fishers small business. The opportunity of technological innovation could still be undertaken by prioritizing the need and work culture of the fishers small business. Product innovation could be carried out by proper timing in order that fishers small business is not burdened by training. Training and supervision could possibly be conducted in the area of the small business to also show the business doers that the supervision is a serious attempt. The product innovation must be supported by market access as a compulsory requirement to innovation sustainability. If there is no guarantee to market access, the effort will fail as shown by the supervisory program that so far has been undertaken by government. Administrative innovation can be done by formalizing small business, forming a clear structure of the organization.
