Abstract :
This paper discusses the role of ILO in the empowerment of Indonesian labors, especially emigrant workers. Indeed ILO has been trying to do many things to help Indonesian labors. But the problems lie in the fact that ILO is a G-to-G institution, so that ILO does not have access to directly to targets in executing its policies, since it is bound by the complexity of bureaucratic hurdles of states. Indonesia has just ratified ILO Convention in June 1999, but the ratification was not made upon sufficient knowledge of the matter. Indonesian government has not yet actively got involved in law inforcement, so that the ratifiaction has not yet shaped the fait of Indonesian labors.
