Abstract :

This study describe the development of Surabaya as an industrial city during the reign of Soekotjo in 1965-1974. Industrial development in Surabaya can not be separated from Soekotjo’s role as the mayor of Surabaya. Various policies that made by Soekotjo provide great impact for the industry sector, such as the rise of an industrial area and the increasing number of immigrants that went into Surabaya to work as laborers. From this study it can be concluded that the development of industrial area affected the social and economic growth in Surabaya. The development causes population density, existence of rental houses for laborers, and the changing of agricultural land into industrial center
