Abstract :
This study aims to examine the evaluate of the implementation and the factors that influence about Peraturan Daerah No. 8Tahun 2014 concerning the business arrangement of Supermarket modern store and minimarket with traditional business inthe city of Surabaya. This research uses descriptive qualitative research method. Data collection techniques using in-depthinterviews with informants, observation and documentation. Determination of informants using purposive sampling,snowball sampling and accidental sampling. Technique authenticity of data using triangulation data. As for the data analysistechniques using data reduction, presentation and conclusion.The results shows that the implementation of Peraturan Daerah No. 8 Tahun 2014 in Surabaya were not maximized. This isshown by data on the findings of the study which were assessed by six criteria such as the following 1) The effectiveness ofwhich has not been achieved for the purpose of protection have not been up against traditional business and cooperationbetween entrepreneurs of modern shops with traditional efforts have not been implemented. 2). Sufficiency has not beenachieved because of the licensing mechanism that is simple to make increased efforts supermarket that could potentially shifttraditional business 3) smoothing benefits that have not been reached with the restrictions on hours minimarket which causesreduction in the number of employees at the minimarket. 4) The efficiency yet achieved because not maximal guidance andsupervision. 5) The responsiveness that has not been achieved by any modern store rental costs for the business community.6) The accuracy of which has not been achieved due to the presence of modern store competition with traditional businesses.While the factors that influence institutional actors are coordinating factors, socio-political, bureaucratic reform, aspectsand management of resources.
