Abstract :

Mangrove ecosystems have diverse functions such as ecological, economic, social, cultural and administrative; so that its existence is very important for the environment. However, the characteristics of the mangrove ecosystem that was open access, the lack of legal certainty over arising land and the pressure of people who cut trees in mangrove ecosystems, conversion of mangrove forests into farms and residential areas as well as the negative natural processes caused damage to mangrove ecosystems. It needed improvement through rehabilitation efforts. The government, in this case the relevant technical departments, such as the Department of Forestry, Ministry of Marine Affairs and Fisheries and the Ministry of Environment needed to be involved. The purpose of this research was creating alternative tenure systems and institutions in providing assurance management of mangrove ecosystems. The results showed that the shrimp boom in the 1980's led to most of the mangrove forests along the northern coast of Java, including Mojo, cleared to expand the area of ​​the pond. Massive harvesting in Mojo, District Ulu Jami, more intensive farm development caused by the introduction of the government through the Department of Fisheries. In fact, the arising land occupation started when it was still a stretch of land that was approximately one meter below sea level, by marking with the marking stick (stakes). However, this phenomenon had not yet politically co-opted to serve as a political commodity by local elites formally and non-formally.
