Abstract :

The  background  of  this  research  is  based  on  Myanmar’s  decision  to  halt China’s investment, Myitsone dam, where China itself was the biggest investorin  Myanmar  for  two  periods,  in  2009/2010  and  2010/2011.  Through  the analysis of domestic factors in foreign policy, this research will explain aboutthe domestic conditions of Myanmar which influence its policy towards China. Furthermore,  this  research  will  analyze  the  policy  with  rational  modeldecision  making  analysis  by  Graham  T.  Allison.  The  hypothesis  proposed  is Myanmar’s decision to halt the Myitsone dam is caused by political instabilityin  Myanmar.  The  decision  is  raised  because  Myanmar  decision  makers  are rational actor, where China’s investment –Myitsone dam- are less importantthan  the  political  conflict  happened  in  Myanmar’s  domestic.  The  purpose  of this research then to analyze domestic factors that influence decision-makingprocess based on cost and benefit.
