Abstract :
The main problems in this research is to try to explain the decision making process on Cuban economic reform in 2011, with context “why Cuba doing economic reforms in 2011, while the other socialist countries have been doing it for two decades or more.” The problem then analyzed by using emphirical method based on the thought of Bert Hoffman's international legitimation strategy, domestic and international variables in the state policy changes of Jakob Gustavson, and Window of Opportunity from Joakim Eidenfalk. Through that framework, this research argues that economic reform is part of Cuba's international legitimation strategy agenda and was only made in 2011 due to a new window of opportunity open in the year 2011. This window of opportunity’s influenced by domestic and international factors. Using secondary data as well as news sites as material for this analysis, researchers concluded several things. First, that the 2011 economic reforms are part of the agenda in Raul Castro's Cuban defensive international legitimation strategy. Second, the bureaucracy, the Cuban Political Party, and public opinion are the determinants of the domestic level affecting Cuban economic reform. While the global crisis of 2008, and the normalization of relations initiatives undertaken by the European Union and the United States is a determinant factor in the international dimension. Thirdly, Raul Castro was the key decision-maker in this study because of the authority he gained while replacing Fidel as President of Cuba. The fall of Fidel was a change in structural conditions perceived by Raul Castro as a window of opportunity to throw the economic reform agenda. However, new economic reforms can be implemented due to the constraints coming from bureaucracy, PKK, and biased of public opinion.
