Abstract :

The phenomenon of aging  population has  now become  a  global  issue  that  hit countries in the world. This phenomenon occurs in many develo ped countries and of  course  the  developed countries.  Several  options have  been considered by  the  experts, one  of  them  with  a  loosening  of  immigration  so  that  foreign workers  can  work  in  countries  that  require  the  labor  force.  Of  the  most developed  countries  that  apply  the  option,  the  Japanese  have  the  most worrying cases of  the  aging population  and could  not apply better option  in terms of workforce shrinkage  actually  not  loosen their  immigration  policies, but  even  more  Japan  tighten  their  immigration  control  policies.  Here  the authors  wanted  to  examine  the  causes  of  Japan's  decision  not  to  loosen  the immigration  policy  by  using  the  theory  of  international  immigration  policy which saw a country of immigration control policies based on socio - economic factors and foreign policy.
