Abstract :
This study is based on why the US National Security Agency (NSA) has been monitoring Brazil oil company, Petrobras. This has been an interesting issue to discuss because basically the relation and cooperation between the two countries shows good relationship. The condition of US energy reserves should also not become a trigger for such supervision as the United States belongs to a country with sufficient energy reserves. However, as a matter of fact, Petrobras has several advantages which appeals the United States in making the company one of the surveillance targets undertaken by the NSA. It does not stop there; the head of state and ministers of the Brazilian government are also the targets of NSA supervision for Petrobras is a state-owned and controlled company, so the Brazilian government has a stake in formulating policies related to Petrobras. In addition, Petrobras is a company having advantages of underwater exploration technology. It raises the interest of the United States to provide control over Petrobras. Referring to realism in terms of International Relations, a state takes action on the basis of national interest. Each country competes in order to achieve its own interests. In the information age as of today, information flows have spread easily. Such situation is taken by the United States in conducting electronic surveillance. By using sophisticated technology, the United States through its intelligence service gets any desired information as an effort to achieve its national interests. The writer hypothesizes that electronic surveillance by the United States against Petrobras has been driven by economic and industrial motives which have become one of the national interests of the United States.
