Abstract :

This  paper  examines  environment  management  in  China  in  order  to  create clean and healthy environment  despite its enormous development.  Pollution of air,  land  and  water  has  prevailed  throughout  most  of  China  which  brought about a diverse set of social and political contexts.China began to manifest an awareness  of environmental problems in the early of 1970’s; nevertheless, the environment  quality  is  not  getting  better.  Paper  argues  that  there  are  three constraints  that  have  to  face.  First,  environment  issues  are  marginal,  put behind  economic  development.  Second,  decentralization  has  made  local government act independently. Environment commitments designed at central level  are  implemented  differently  at  locals.  Third,  there  is  not  enough  public control  on  policy  implementation  due  to  highly  dependent  of  environment NGOs to the government.
