Abstract :

Regional autonomy demands a regional capacity building in financial management and the quality and capacity of  regional  officials  in  carrying  out  the  process  of  development  and  public  services. The  challenge  faced  by  the management of regional development, one that urgent attention is the problem of the implementation process of development  to  the  technical  level.  Attention  to  these  aspects  are  critical  to  the  success  of  the  implementation process   of   regional   development. E-monitoring   and   evaluation   is   the   use   of   information   technology   in government. E-monitoring  and  evaluation  program  to  support  the  operations  of  government  from  planning, implementation and evaluation and policy control. E-monitoring and evaluation purposes a) Improve the ability of government officials in monitoring, control and evaluation of the implementation of development projects; b) To provide facilities for the needs of an inventory of all data related to the implementation of development projects; c) To provide facilities for the entire reporting process execution data a development project that is accurate, fast and precise and easily understandable for policy-making; d) Setting up of local government administrative system that led  to  the  realization  of  the  concept  of  e-governance  (electronic  governance);  e)  Improve  the  ability  of  the government  apparatus  resources  in  the  field  of  Information  Technology  mastery based  computer  application systems. This  research  uses  descriptive  qualitative  approach  to  identify  those  aspects  required  to  create  an  e- monitoring and evaluation program on local governance. Results from this study concluded that the e-monitoring and  evaluation  programs  can  improve  performance  and  accountability  of  local  governments  to  implement development programs
