Abstract :
The purpose of this study is to provide a description of the implementation of the implementation of the Village Fund Allocation (ADD) District Jombang, Jombang Regency and identify what factors are causing the malfunction village community organizations and community participation seen from variable communication, resource capacity, executive attitudes, bureaucratic structure and policy objectives.The method used in this research is descriptive qualitative method. The data source used is the primary data source and secondary data. The results showed that the implementation of the policy of the Village Fund Allocation (ADD) in District Jombang, Jombang Regency went pretty smoothly. Achievement of objectives, the implementation of the Village Fund Allocation (ADD) in District Jombang, Jombang Regency is not optimal.The factors that cause a lack of functioning institutions and the lack of public participation is relatively the same, except in the case of resource factors. These factors are as follows: communication factors, is not continued socialization to the community; factors attitude executor, the executor is the lack of response of ADD; Factor structure of the organization, is the absence of the division of labor and a lack of coordination ADD implementation team; factors size and policy objectives, is the lack of accuracy in the planning target ADD. Resource factors have different results, for better institutions due to lack of the ability of the executive to give a boost to the community, and to the lack of community participation is the lack of education of the executive ADD
