Abstract :

Ketapang and Omben Public Health Centers (PHC) were chosen by Sampang District Health Office as the locations for coaching program to formulating organization structure, job description, work culture and Standard Operating Procedure (SOP). Equipping health officers with SOP is crucial in delivering excellent health services. Preliminary survey in each service unit showed that, there were only 40% of total SOP was implemented. Moreover they only implemented by only 26.67% of all health officers in both PHCs. This study aimed to compare the obedience of officers in both PHCs in implementing SOP. This was an analytic observational study using cross sectional method. The population was all PHC officers in both Ketapang and Omben PHCs. Samples were taken by purposive sampling method amounting to 101 health officers. Questionaires were collected through 51 respondents from Ketapang PHC and 50 respondents from Omben PHC. The results showed a significant difference (p = 0.001) between Ketapang PHC and Omben PHC on officers attitude implementing SOP, subjective norms, perception upon influencing control towards intention to implement SOP and obedience with SOP implementation. In Ketapang PHC, the obedience to implement SOP was low, while in Omben PHC, the obedience to implement SOP was high.
