Abstract :

In July 2007, the East Java Provincial Health Service held an accreditation development for STIKES YARSIS Midwifery Diploma III study program. It showed that the achievement of each component in carrying out the semester learning activities program was averaging 59.14%. This research aims to compose an improvement for the program of semester learning activities based on analysis of management functions application, human resource empowerment, and organizational learning at STIKES YARSIS Midwifery Diploma III study program. This is a descriptive study done cross sectional. The respondents were total population comprised of 11 sections and sub sections Head of Science. The analyzed unit was the Midwifery Diploma III study program. Research result was presented in frequency distribution tabulation revealing the application of management functions (planning, leading, controlling, and budgeting) was still low. Also the application of human resource empowerment, namely the involvement in routine meeting and in problem solving was low. Moreover, the application of organizational learning process in all diciplines, such as system thinking and shared vision was also low. Basically, the application of total management functions has not been supported by Standard Operating Procedures (SOP) as a guide in carrying out the rogram of semester learning activities.
