Abstract :
The Family institution today is increasingly important and strategic to push for changes in the building as well as strengthen the resilience and well-being of family members, including women and children. Fun-damental changes for the realization of the resilience and well-being ang family member should start at the level of the family because the family is the smallest unit that plays an important role in building up or encourage a change in mindset, attitude and behavior of the community toward responsive mindset development family. When the community is encouraged to responsive to family development, then in it contained a human rights, gender perspective, empowerment and protection of women's rights, fulfillment and protection of children.This paper is developed from the results of the study "Building Models of Family Resilience development policy towards the welfare of the family (a case study in East Java)", which was held in Malang by 2013. A study intended to assess the implementation of family development policy as well as opportunities to develop integrated policy development model family in Malang. Specifically, this paper highlights about development policy for strengthening family resilience and family welfare. Some of the issues raised in this paper, among others, were: the vulnerability of women and children in the family; deconstruction and the transformation of values in family development; parenting pattern in the resilience and family; family development policy; as well as development opportunities model policy development for the realization of the resilience of families and the welfare of the family. Through this paper is expected to encourage commitment to the development of models of development policies for strengthening family resilience and family welfare.
