Abstract :
Abstract The river becomes the object vital to the public because it serves as a support of life. Sand contained in the river is a natural resource that has economic value. Brantas river basin to be the location for the miners sand. One area that once contained the mechanical sand mining activitiesis in Jongbiru, sub-district Gampengrejo, Kediri district. Research issues that are the presence of the mechanical sand mining activities result in ecological damage and public infrastructure arising from the dispute. The objective research is to find out background and form of dispute and its resolution. In the end to find out how the legal culture of the local community to resolve the dispute in the region. This study use the dispute cases method, which used to obtain information from parties who have an involvement and interest of the emergence. Then analyze the laws of the Jongbiru community. Data was collected through participant observation and interviews. The result showed that the disputing parties in it, which between the mechanical sand miners, Jongbiru citizens, Jabon citizens, the manual sand miners, local government, Jasa Tirta and Balai Besar Wilayah Sungai Brantas. Dispute issues for Jongbiru villagers as they hold the legal culture is an attempt settlement amicably through consultation with Kamituwo.
