Analysis of referral ratio on puskesmas based on capabilities services of puskesmas

Abstract :

Implementation of referral system on Puskesmas would affected to health care utilization in advanced health facilities. Puskesmas obliged to reduce the number of referral to conduct quality control as well as cost and arrange referral system in stages. 27.42% Puskesmas in the city of Surabaya has referral ratios above 15% in 2012. Study aims to analyze referral ratio based on capabilities services of Puskesmas. This research was cross sectional design with quantitative approach. Sampling was collected by purposive sampling method to 14 Puskesmas. Total number of Puskesmas was collected from Puskesmas which had a high and low referral ratio. The result reveal that some Puskesmas had non care service, emergency unit service, specialist service, radiologi service, surgery services, and service time on morning and evening. Based on the survey results revealed that several Puskesmas in the Surabaya city that has non care service, non BEONC service, service time on morning and evening, non emergency unit service, and specialist service have a high referral ratio onPuskesmas.
