Correlation of quality assessement with health care utilization by poor beneficiaries’s patient

Abstract :

Poor beneficiaries in National Health Insurance is poor people based on government rule. Poor beneficiaries had lower utilization than the rich in the RSU Haji. From the year 2010 to 2013 their utilization rates had been decreased. Purpose of this study was to identify correlation between health quality with health care utilization by poor beneficiaries. The study was observational and cross sectional design. Quantitative analytical approach was used in this study. Sample analyzed using the formula of simple random sampling resulting 74 respondents. Data were collected by questionnaires and analyzed with Spearman and Phi coefficient correlation test (α = 0.05). The results showed the majority of respondents were female with range 46-65 years old. They had low education level that was primary school. The Income intervals was under minimum wages average of Surabaya that is Rp 751.000,00- Rp 1,500,000.00. High utilization was peformed by poor beneficiaries with frequency of the use was more than three times in the last 6 months. Quality assessemant showed respondents with very good and good appraisal had high utilization. Significant factors associated with health care utilization by beneficiaries were refferal access (p = 0.004) and access to additional cost (p = 0.011).
