Abstract :
This paper explores American diplomacy in addressing Korean nuclear crisis during the Clinton and Bush administration. I employ Tract One Diplomacy as the main concept to approach American diplomacy on the crisis during 1994-2007. I propose two sets of argument. First, in a crisis situation, the president as the executive leader holds a powerful influence in formulating foreign policy. Each president has different style in which it affects the diplomatic style. Second, both Clinton and Bush employed different style in dealing with the crisis. Clinton tends to use bilateral relations with soft approaches. Meanwhile, Bush tends to use multilateral forum combined with heavy-handed approach such as economic sanction, freeze North Korean assets and opposed to the US-North Korean bilateral talks. Third, although differs in diplomatic style, both shared the use of rewards only if North Korea close down its nuclear facilities.
