Abstract :
Poverty is a classic problem that becomes never ending debate on international level. Neoliberal paradigm emphasizes on structural adjustment program as a solution to address it. In fact, this approach has evidently failed in overcoming global poverty due to its misconception about the problem of poverty. Therefore, the emergence of MDGs was the revolution of ideas as well as global poverty governance. This article seeks to analyze MDGs from the perspective of cosmopolitanism. The thesis of this article is that poverty is not a national problem but a global problem, in which all countries both rich and poor, are responsible to eradicate global poverty. Solidarity among nations reflects cosmopolitan spirit. MDGs are a manifestation of state altruism. This article also explains how MDGs become global norms. This process is a matter to understand how poverty becomes global responsibility of all nations.Keywords: MDGs, global governance, poverty, cosmopolitanism, norms.
