Abstract :
The ASEAN summit held on Vietnam, 2010, agreed that ASEAN Coordinating Centrefor Humanitarian Assistance on Disaster Management (AHA Centre) will operatingin Indonesia at 2011. The establishement of AHA Centre is an implementation ofASEAN Agreement on Disaster Management and Emergency Response (AADMER),signed on 2005. The establishment of AHA Centre, 5 years after the AADMER signedis quite fast. Writer found 3 factors which encouraged the establishment of AHACentre. There are (1)coordination models in the operationalization of AHA Centrewas not contradictive with non-intervere principle of ASEAN Countries, (2) the raiseof awareness from ASEAN countries that maintain the disaster effect is a commonresponsibility, (3) the function of AHA Centre is effective for maintain the cooperationof ASEAN Countries in disaster management field.
