Abstract :
The increasing vehicle ownership in urban city like Surabaya has increased the need of parking, however this is not followed by expansion of parking area.To fullfill the need of the community, government makes use of the street as parking area.The parking on the street has caused the traffic movement to become obstructed and narrowing the width of the road that leads to congestion, especially in the streets that became the center of commerce such as in Kranggan street, Kedungdoro street, Pucang Anom street and Kembang Jepun street. The arising problem has affected the aesthetic sence of the community.However, many policies overlooked the aesthetic side in the decision making because it still considered a less important aspect.In fact, the aesthetic value of a space affects the comfort and security of the community. Based on this background, this research specifically seeks to descripe of what is the impact of parking arrangement at the traffic lanes on the aesthetic of the city in the commercial area of Surabaya city. In aesthetics there are four aspects of urban planning that include the nuances, design, layout and description of a city. From these four aspects, to illustrate the impact of road parking arrangement on aesthetics by looking at the effects and positive and negative influences that are generated for the beauty of the city. This research uses the qualitative descriptive method. The data collection technique uses observation, in-depth interview and document study methods. The determination of the informants in this research is using purposive sampling technique with total of 30 informants consisting of relevant agencies, parking attendants and pedestrians.The result of the research shows that the parking arrengements on the street is disturbing the aesthetic of the city since the placement of parking area on the street is still considered inappropriate because it makes the roadsnarrower and disarray. The road that is meant to be used for vehicular traffic has to be shared with the parking at the traffic lane resulting in congestion. Therefore the parking arrangement on the street gives a bad impact to the aesthetic of the city.
