Abstract :
The local autonomy is held to give more opportunity for the regions to compete and modernize their regions by relying on their each potentially regions. On the other hand, there are still many villages which are under or it is belonging to disadvantaged. Starting from this point, , one of the central government's attention is Alokasi Dana Desa (ADD) as aid of finance used for improving the development, empowerment for society and also improving the performance for government in village. There are still many deviations for the implementation of the ADD, as a result, it is not used for the development of villages well, but it is used for their need individual or a group. The solution of this problem is giving more supervision for the use of the ADD. This has a purpose to decrease the occurance of deviation. The supervision that is very helpful is coming from the participation of society, it will improve the quality of ADD use hopefully. This study was done in Panjunan village, Sukodono subdistrict, Sidoarjo regency. Panjunan village is chosen because this village is one of villages that receives the biggest of ADD fund and getting more attention from Central Government because of the development of this village and it was seen the most visible progress.The study is conducted in transition period which demands on control in order to restrain a divergence in this condition The purpose of this study is to know the participation of society deals with supervision in the Alokasi Dana Desa program in Panjunan village, Sukodono subdistrict, Sidoarjo regency. Based on the results of the study, it can be concluded that the Alokasi Dana Desa in Panjunan village has did the supervision in three steps, they are determining the plan, measuring the implementation, and evaluating for the program by doing identification for the occurance of deviation that makes improvement. There are three types of supervison done, those are tecnique, administration, society, and external supervision. Those three steps in supervision has been done by the society in Panjunan village to supervise the ADD program. The participation of the society in Panjunan village is included in consultation level and in tokenism degree dealing with level of participation theory by Sherry A. Arnstein. The society has given suggestion as the effect, however decision is in government in the village.
