Abstract :

City of Edinburgh at this time is relatively increased investment One of the industries that developed at this time isthe retail sector / market, both in traditional and modern format, such as Alfamart and Indomart. Currently somedistricts in the City of Edinburgh has more than one format retail in the modern market. Therefore, the authorsare interested in discussing the implementation of the policy arrangement of traditional and modern retail in theCity of Edinburgh, which focuses on the formulation of the problem "How to form strategic licensing policy in orderto realize a healthy competition between traditional and modern retail in Jambi?". As in the study found that theform of government policy implemnetasi strategy in achieving balance Jambi City or fair competition betweentraditional and modern retail makanisme by implementing policies, namely: zoning division between traditionaland modern retail, modern retail licensing tight with periodic evaluation , limiting the opening hours, and apattern of cooperation partnerships between modern and traditional retailers
