Abstract :

The aim of this research is to describe the implementation and the factors that affect the implementation of the Regional Regulation No. 21 Year 2002 on waste management in Jombang.The study used the descriptive method is to describe the legislative implementation Jombang Number 21 Year 2002 on Waste Management in Jombang. Data collection was done by a competent informant interviews with the problems of waste management, addressed to the public, officers and other parties directly related stakeholders, to obtain information about waste management in Jombang.The results showed that the factors affecting the implementation of waste policy governance in Jombang the hard work of various stakeholders ranging from local government, private, community coordination and public participation. Failure to clean city award in 2011 because it was not optimal coordination and public participation is low. This is a good lesson in coordination among agencies involved in the management of waste, so that management needs good management, ranging from household waste, pewadahan process, transport processes, the process of separation and utilization of the processing of waste / compost on Disposal end.Jombang Government needs to work hard in order to place the implementation of Waste Management (SMT)-based 3R community through: Pilot program 3R (Reduce, Reuse, Recycle), outreach to the community, empowerment and community assistance, and education / environmental campaigns. It is intended to encourage and increase community participation in waste management.
