Abstract :

Local election is a reflection of democracy. Direct election gives people the chance to choose a candidateaccording to his own leader. This gives voter an opportunity to participate in the political process.Local election in district of sampang will be election on december 12, 2012 were not many significantchange to the voting behavior. Voters determines the choice is not based on his own but is stillinfluenced by kyai’s references. Kyai still arole model for voters in the sampang. Kyai considered tohave advantages, especially in the religion than the common people. Compliance with Kyai in mattersof religion and the political areas too. Political references of Kyai affect people’s choice. Patron-ClientRelationship is still maintained until now. Beside Kyai, elite that could affect the political choices areBlater. Blater as one who have well knowledge and networks. So that the voter’s choice is ofteninfluenced by Blater.
