Constructing financial compensation system based on employee’s assessment, expectation and hospital capability

Abstract :

A study on Denpasar Surya Husadha Hospital (DSHH) employee’s assessment and expectation towards financial compensation was carried out due to high unsatisfactory rate of DSHH remuneration. The objective is to construct a financial compensation system based on employee’s assessment, expectation and DSHH capability. This was an operational research conducted in May 2007. The information sources were DSHH employees and management. The result showed that at present there are too many components inside financial compensation system; employee’s assessment was poor particularly towards direct financial component and financial size; and most respondents expected a change on scale determining element (index), that is, to have a nominal sum increment of each component. Recommendations are: to simplify the compensation system and to formulate the main salary and performance fee. For the main salary, the recommendation was to scale the main salary based on working class and tenure; to determine the elements for working class (skill, workload, responsibility and work risk); and to use percentage for the regional minimum wage as the basis of nominal size. For the performance fee are: to make monthly performance appraisal for each employee; and to use elements to be appraised i.e. discipline, workload management, profit of working unit and cooperation.
