Abstract :

The background of this research is the high immunization program coverage (80%), nevertheless the quality of the coverage is still far from optimal condition. This controversy is indicated by the findings of polio cases by VDPV (Vaccine Derived Polio Virus) 45.11 % and VPL (Virus Polio Liar) 9.68% from AFP (Acute Flaccid Paralyze) case found in Pamekasan Regency in 2005. The objective of this study is to formulate efforts to increase the quality of immunization program execution based on an analysis of health officer’s characteristics and of immunization program management function implementation. This is a cross-sectional descriptive study conducted from May to June 2006. The research location is all (20) Public Health Centers (PHCs) in Pamekasan Regency and Dinkes (Regency Health Office). The respondents are PHC’s immunization program coordinators (20 people), 20 PHC’s Heads and 2 Regency’s immunization program coordinators. The study results show that: a) PHC’s immunization program coordinator has not fully understood the implementation of immunization program management function especially the medical and management aspects; b) the given trainings for immunization officers were not sufficient; c) the coordinator of immunization program in PHCs shows positive attitude; d) the motivation of immunization program coordinator in PHCs is low because there is no performance appraisal, no recognition for job output, incentive is low and the working condition is not conducive; e) additional work load disturbs the main tasks; f) health officers are capable to do the function of immunization program management; g) the quality of applying immunization program management function is not optimal, particularly the actuating (P2) and controlling (P3) functions; and h) the problems in applying the management function are lack of data, low distribution device, the target does not come to the service point (Posyandu = Village Comprehensive Health Post) and inter-sector’s lack of interest.
