Abstract :

From 2003-2005, the average Bed Occupancy Rate (BOR) of Banyuwangi Yasmin Hospital (BYH) was 35.66% with the lowest user segment was insurance holders. The purpose of this research was to formulate an insurance contract using multi-party contract model for BYH to improve BOR. This was a cross-sectional study using survey approach carried out from April to June 2007. The unit analysis was the BYH. Research result covered formulation of the multi-party contract based on normative evaluation of the real contract, content analysis of right and obligation, and problem analysis faced by the insurance company, BYH and insurance holders. The recommendation was to take insurance holders into contract document as one of the parties besides hospitals and insurance company; and the contract document should contain: definition and procedure of payment, insurance company’s obligation to prepare the orientation program for hospital pertaining to insurance plan, domicile of insurance company and personal contact with easy access, insurance company’s obligation to give a copy of company audit, sanction of contract violation and precedent condition, the judicial review and alteration of contract, hospital obligation to give information on member’s fraud, service audit by insurance company supported by hospitals, and hospital’s and insurance company’s obligation to make the socialization procedure for the insurance holders.
