Abstract :
Abstract The presence of cement companies and the exploitation of natural resources affect the socio-economic life and culture of the surrounding community, especially in the villages Ring Ring I. Region I is the area directly affected by the activities of the company. Liabilities cement company implements CSR on local communities. CSR program which is implemented in the Ring I composed the environment, infrastructure development, education, religion, health, utilization of local resources, economic empowerment of local communities and others. To implement the program, need social capital or interconnected pattern of cooperation between elements of society, government and related agencies. This article is part of the research about "mutualistic symbioses between mining companies and local communities" were conducted in 2015-2016 with qualitative data collection methods. The results of this study concluded that social capital plays an important role in the implementation of the cement company's CSR program. Forms of social capital in the form of co-operation between interrelated among enterprises, village leaders and village officials who are members of the PKM (Centre for Community Action), KPD Group (village representative), FKM (Forum Community Work), village officials and community leaders, local community institutions in accordance with the relevant activities such as Higher Education, a tutoring agency, health center, job-training institute and others. The cooperation between the elements so that the CSR program can run even though not equally felt by villagers in the area of Ring I. Abstrak Kehadiran perusahaan semen dan exploitasi sumberdaya alam berdampak kepada kehidupan sosial ekonomi dan budaya masyarakat sekitar khususnya di desa-desa Ring I. Daerah Ring I merupakan area yang terkena dampak langsung kegiatan perusahaan. Kewajiban perusahaan semen terhadap masyarakat lokal mengimplementasikan CSR. Program CSR yang diimplementasi di daerah Ring I terdiri lingkungan, pembangunan infrastruktur, pendidikan, keagamaan, kesehatan, pemanfataan sumberdaya lokal, pemberdayaan ekonomi masyarakat lokal dan lain-lain. Untuk mengimplementasikan program tersebut, perlu modal sosial atau pola kerjasama yang saling terkait antar elemen masyarakat, pemerintah dan lembaga-lembaga yang terkait. Tulisan ini merupakan bagian dari hasil penelitian tentang “ Simbiose Mutualistik antara perusahaan pertambangan dan masyarakat lokal” yang dilakukan pada tahun 2015-2016 dengan metode pengumpulan data kualitatif. Hasil penelitian ini menyimpulkan bahwa modal sosial berperan penting dalam implementasi program CSR perusahaan semen. Bentuk modal sosial berupa kerjasama antara yang saling terkait antara perusahaan, tokoh masyarakat desa dan aparat desa yang tergabung dalam PKM (Pusat Kegiatan Masyarakat), KPD ( Kelompok Perwakilan Desa), FKM (Forum Kegiatan Masyarakat), aparat desa dan tokoh masyarakat, masyarkat lokal, lembaga-lembaga yang terkait sesuai dengan kegiatannya seperti Perguruan Tinggi, lembaga bimbingan belajar, Puskesmas, Lembaga pelatihan kerja dan lain-lain. Adanya kerjasama antar elemen sehingga program CSR dapat berjalan meskipun belum dirasakan secara merata oleh penduduk desa di daerah Ring I.
